Expertise

Ellev Sandtrøen is a specialist in public procurement, and assist, inter alia, suppliers with writing complaints to contracting authorities and the Complaints Board for Public Procurement (KOFA), and with requesting interim injunctions before the courts. Ellev also assists clients with the EU/EEA state aid rules, and has a special experience in assessing whether public bodies enter into commercial transactions on market terms. Ellev has previously been a trainee in the EFTA Surveillance Authority (ESA)'s legal department where he, inter alia, worked with general EU/EEA law (four freedoms), public procurement, competition law, state aid and litigation.
