Katinka Winther Hjelt

Katinka is part of Selmer's property and construction department, specialising in public procurement. She assists clients with general advisory services in public procurement and has considerable experience with the procurement process from both the contracting authority and supplier side. Katinka has held strategic and operational responsibility for several procurements of goods and services. In these projects, she has assisted with the design of procurement strategies and tender documentation, quality assurance of requirements specifications, evaluations, contract awards, and contract signing. She also has experience with carrying out more complex procurement procedures, such as competitive dialogue. Furthermore, she assists both suppliers and contracting authorities with complaint processes, to ensure that the processes comply with the public procurement regulations. She has experience handling cases before KOFA (the Norwegian Public Procurement Complaints Board) and litigation experience in the District Court. Katinka also has expertise in ICT law, particularly in intellectual property rights and data protection.
